US$44 Million Settlement Resolves Decades-Long Whitecliff Land Dispute

For thousands of residents in Whitecliff, a community west of Harare, a nearly twenty-year cloud of uncertainty has finally lifted. A landmark US$44 million compensation agreement, approved by the Cabinet, has formally ended a protracted land ownership dispute, paving the way for secure property rights and long-awaited development.

A Turning Point for the Community

The government’s decision to acquire and formalize the settlement marks a profound shift for the more than 11,000 families who have called Whitecliff home. Speaking at a community feedback meeting, Zvimba East legislator Kudakwashe Mananzva described the move as a restoration of hope and value.

“We are happy with the Government’s position,” Mananzva told 263Chat. “The formalization process will restore property value, ensure security of tenure and above all, bring hope to people who have been living in fear.”

Aligning with National Development Goals

The resolution is being hailed not just as a local victory but as a step toward national objectives. Ward 35 Councillor Ephraim Gonzo emphasized that the decision aligns directly with the country’s Vision 2030 development goals.

“The Government’s decision will spur development in our area,” Gonzo stated. “We have already identified sites for a school and a clinic that will create a better Whitecliff.” This planned infrastructure signals a new chapter for a community long plagued by instability.

Residents Breathe a Sigh of Relief

For residents, the announcement brings an end to years of anxiety and financial vulnerability. Many had fallen victim to so-called land barons, losing significant sums while their legal standing remained precarious.

“For more than ten years we have lived in fear, and some people lost money to land barons,” shared a 47-year-old resident, a sentiment echoed throughout the community. “Our MP’s assurance that everything is now under control is sweet music to every Whitecliff resident. We now have hope.”

The Details of the Landmark Deal

The settlement involves the full and final acquisition of the 1,065.7-hectare Whitecliff Farm from Eddies Pfugari Estate (Pvt) Ltd. According to Local Government and Public Works Minister Daniel Garwe, the compensation is in line with the User Pays Principle.

This principle ensures that landowners are compensated in cases where government-led housing projects are developed on private or indigenous land. The Cabinet has stated that this agreement demonstrates a commitment to balancing the scales of social justice with a fundamental respect for property rights.

After two decades of legal limbo, the formalization process now sets the stage for tangible stability. It unlocks the potential for not just new schools and clinics, but for comprehensive improvements in infrastructure and service delivery, finally giving the people of Whitecliff the foundation they need to build a secure future.
