Algeria’s University of Algiers 3 Launches Pioneering Investment Fund
The Ministry of Higher Education and Scientific Research announced on October 30th the establishment of Algeria’s first University Investment Fund. This initiative, overseen by the University of Algiers 3, marks a significant milestone in the transformation of the university sector. The Rector of University of Algiers 3, Khaled Rouaski, explained that this is the first 100% university investment fund, created by consolidating several economic subsidiaries of Algiers 3. The initial capital of the Fund is 120 million dinars, with a target of reaching 330 million dinars by the end of the year. The Fund aims to support and finance innovative projects from the university, as well as to assist economic players in the higher education sector. The Rector highlighted that the Fund operates in two modes: direct investment and fund of funds, potentially managing other funds in the university sector and even internationally. The university is actively supporting startups and micro-enterprises, with a focus on guiding students from conception to commercialization. The goal is to increase the current financing and implementation rate from 10-12% to 80% through the investment fund and new support mechanisms. Additionally, plans are underway to establish a one-stop shop in each university to streamline administrative procedures for innovative projects and university micro-enterprises. University of Algiers 3 is also embracing digitalization, with a shift towards a 4.0 university model and a strong emphasis on FinTech education. This transformation is part of a broader national trend, with 24 universities already transitioning to the 4.0 model. The rector envisions a new era for Algerian universities, shifting from a focus on education to one of creation and innovation. The introduction of the first university investment fund at University of Algiers 3 signifies a reform that could potentially extend to other institutions in the country, marking a silent yet impactful revolution where universities not only educate but also invest, create value, and contribute directly to national economic development.
