Burkina Faso’s Ambitious Livestock Initiative Aims to Rebuild Lives and Boost Resilience
A significant government-led initiative is underway in Burkina Faso, aiming to provide a sustainable economic lifeline to thousands of its most vulnerable citizens through the distribution of livestock and essential farming supplies.
A Strategic Response to Vulnerability
On November 14, 2025, in the village of Mané, the Delegate Minister for Animal and Fisheries Resources, Amadou Dicko, officially launched the distribution of livestock “starter kits.” This event marks a critical phase of the broader Livestock Resilience and Competitiveness Project (PRECEL), a program supported by the World Bank with a total investment exceeding 5 billion CFA francs.
The program is strategically targeted, focusing specifically on internally displaced persons (IDPs), resettled IDPs, widows, and the indigent. According to PRECEL coordinator Bernard Ismaël Ilboudo, the operation is a direct contribution to national solidarity and reflects the government’s action in supporting a highly vulnerable segment of the population.
Beyond a Simple Donation: A Multi-Pronged Approach
The distribution is more than a one-off donation; it is a carefully designed intervention to rebuild local economies from the ground up. Each beneficiary in Mané received a comprehensive kit containing a male animal, three females, four bags of animal feed, and a health care package. The livestock includes sheep, goats, poultry, and fish, offering diverse sources of nutrition and income.
This approach addresses three core objectives, as outlined by project officials:
- Replenishing Livestock Assets: Many vulnerable families have lost their herds due to conflict and economic hardship. This initiative directly restores these essential assets.
- Strengthening Resilience: By providing the means for self-sufficiency, the project helps communities better withstand future economic and environmental shocks.
- Creating Sustainable Jobs: The kits are intended to spark small-scale, sustainable farming enterprises, generating long-term income for families.
The National Scale of the Effort
The operation in Mané is just one part of a nationwide effort. The program is planned for all provinces of Burkina Faso and is projected to ultimately benefit 10,284 vulnerable households, representing approximately 83,590 individuals.
In a speech delivered on behalf of the Minister of State, Amadou Dicko emphasized the program’s deeper significance, stating, “Through these kits, we wish to send a clear message: vulnerability should not be a barrier to dignity, hope, or progress.” The statement framed the initiative as a reflection of the government’s stated priority to reduce inequalities and strengthen national solidarity.
