A new national survey reveals a critical gap: students are rapidly adopting AI for learning, but schools lag behind in creating the policies and pedagogical frameworks needed to harness its potential and mitigate its risks.


A profound shift is underway in American classrooms, driven not by administrators or policymakers, but by students themselves. According to a landmark 2025 survey by the nonprofit Project Tomorrow, students are outpacing educational institutions in the adoption of generative Artificial Intelligence (AI) tools for learning, creating an urgent need for schools to evolve from restrictive gatekeepers to strategic guides.

The report, paired with a panel discussion featuring students and Center on Reinventing Public Education director Robin Lake, presents a clear mandate: schools must move beyond fear and prohibition to develop intentional, ethical frameworks for AI integration. As Lake starkly framed the choice, “The question is really whether our education systems will prepare [students] to shape that future, or be shaped by it.”

This year’s Speak Up National Report, surveying over 45,000 students, parents, teachers, and administrators, provides the data to navigate this transition. Here, we expand on the key insights with deeper context and actionable implications.

The data supports this: 68% of students are familiar with generative AI, and 73% of high schoolers believe they should have access in school.

This isn’t about replacing Google searches. Students like Neha Palla, a Kentucky senior, use AI for conceptual understanding—for instance, having ChatGPT or Gemini explain the underlying principles of linear algebra in ways that standard search results cannot. The top student-identified uses—brainstorming, analyzing notes, receiving writing feedback, and accessing 24/7 tutoring—point to a desire for AI as a collaborative cognitive partner.

Practical Example: Instead of banning AI for essay writing, a forward-thinking assignment might be: “Use ChatGPT to generate three different thesis statements for this topic. Then, critically evaluate each for strength and bias, and develop your own fourth option, explaining why it’s superior.” This teaches prompt engineering, critical analysis, and original thought.

Contrary to the stereotype of tech-obsessed youth, students demonstrate sophisticated concerns about AI’s pitfalls. Their fears extend beyond getting caught to encompass ethical and cognitive consequences:

  • Misinformation & “Hallucinations”: As Arizona junior Arnav Hingorani notes, AI can invent false data or math solutions. Students are learning the hard way that these tools are probabilistic synthesizers, not oracles of truth.
  • The Cheating Accusation Stigma: A staggering 40%+ of high schoolers and 80% of parents fear false cheating accusations. This creates a climate of fear, where using AI for legitimate enhancement feels risky. California senior Ian Son describes the defensive posture: “I’m automatically going to be accused of cheating… but most of us aren’t trying to cheat.”
  • Skill Atrophy: Perhaps the most insightful fear comes from Palla, who worries about over-reliance eroding her own critical thinking. “I feel like every single time I encounter a problem, I’ll just automatically go to AI,” she says, highlighting a genuine risk of outsourcing cognition.

These concerns reveal that students are not naive users; they are experiencing the technology’s dual edges firsthand and are pleading for guidance.

3. The Systemic Failure: Policy Vacuum and Inadequate Teacher Support

The core obstacle is systemic. A July 2025 CRPE report found that even “early adopter” schools use AI for narrow, administrative tasks (like plagiarism detection or grading) rather than for transformative pedagogy.

The Project Tomorrow data reveals why: a profound preparation gap. Over half of teachers have had no AI discussions with students, and only 13% feel very confident using it for instruction. Hingorani identifies the root cause: a lack of clear district-level policy leaves teachers in limbo, unsure what is permitted or encouraged.

This creates a vicious cycle. Without training, teachers default to suspicion (90% worry about cheating). Without clear policy, they avoid the topic. Consequently, 61% of students are unsure if their school even has an AI policy, fostering a shadow culture of unsanctioned use.

Schools are lagging with implementation and guidelines

A Path Forward: From Panic to Partnership

The student panelists offer a clear blueprint for schools:

  1. Co-Create Policy: Involve students, teachers, and parents in developing clear, equitable acceptable use policies that distinguish between “cheating” and “enhancement.”
  2. Invest in Teacher PD: Move beyond one-time workshops. Provide ongoing, practical training that helps teachers integrate AI into lesson design and develop “AI-aware” assessments.
  3. Teach AI Literacy as Core Curriculum: Embed lessons on prompt engineering, bias detection, source verification, and ethical reasoning into existing subjects. Treat AI as a new fundamental literacy, like math or reading.
  4. Redefine Assessment: Shift focus from easily-AI-generated end products (like essays) to assessing the process—research trails, drafts, critical reflections on AI use, and in-person demonstrations of understanding.

The message from students is not a demand for unchecked technology. It is a call for thoughtful partnership. They are already using AI to shape their learning. The question for every school is whether they will lead that process or be left behind by it.
