Chad Legislature Adopts Revision of National Assembly’s Internal Regulations

Chadian deputies approved the report of the Special Commission tasked with revising the internal regulations of the National Assembly on Monday, November 10, 2025. The roundtable for the National Development Plan ‘Chad Connection 2030’ commenced at the Rixos Marina Hotel in Abu Dhabi on the same day. ONAPE actively participated in the event by introducing three key projects: PROJEV – Youth Green Jobs Project, PROJIART – Support Project for the Integration of Young Artisans, PROJIACE – Youth Incubators and Business Accelerators Project. Following the official launch, the ONAPE team, led by Director Mr. Nassouradine Abakar Kessou, showcased these ambitious initiatives at the exhibition stand, all aimed at creating sustainable employment opportunities and empowering Chadian youth. The day was filled with fruitful exchanges, partnerships, and promising prospects for Chad’s development.

The plenary session, overseen by National Assembly President Ali Kolotou Tchami, signifies a significant milestone in modernizing the operational framework of the parliamentary institution. The internal regulations, a crucial document governing the daily operations of the National Assembly, had not undergone substantial reform for a considerable period. This revision, spearheaded by the special commission, seeks to enhance the efficiency of legislative work, promote transparency in debates, and strengthen the oversight role of the executive branch by the representatives of the people.

In his address, President Ali Kolotou Tchami emphasized that ‘This revision marks the beginning of an era where the National Assembly truly embodies popular sovereignty. It equips us to address national challenges with determination and unity.’ Throughout the discussions, several deputies raised concerns regarding their working conditions, such as the provision of 4×4 vehicles, security personnel presence, appointment of parliamentary assistants, and adequate healthcare coverage. Additionally, parliamentarians and their spouses will now be entitled to diplomatic passports, aligning with the ordinance of July 29, 2024, as a measure to enhance the protocol status of elected officials.

This overhaul of the internal regulations is expected to enable the National Assembly to better align with the demands of the evolving institutional landscape and prepare for a transition towards a more effective, transparent, and representative Parliament. (TI) Tchadanthropus-tribune
