Corruption Fighters Find Their Voice as Court Exposes Irregular Fuel Payments

Good afternoon. The Administrative Court is on the warpath, releasing a report that accuses fuel importer Mitra Energy of illegally receiving MZN561.7 million ($8.8 million) from the government. The payment was compensation for selling imported fuel at a discounted price.

While there is no suggestion that Mitra was not entitled to claim money for fuel imports, the court found the company failed to provide the necessary documentation to justify the payment. Mitra also appears to have been the only fuel importer compensated in cash instead of through a standard credit note, raising further questions about the transaction’s propriety.

In a separate but related finding, the Administrative Court has questioned the government’s entire system for repaying debts to contractors. With a substantial backlog of payments leaving many contractors unpaid for years, the court has accused some of paying bribes to jump the repayment queue.
