Lors de la première Assemblée générale de l’Alliance Sahel en février 2020 à Nouakchott, les membres de l’Alliance Sahel ont reconnu la nécessité d’intensifier leur coordination opérationnelle sur le terrain pour améliorer l’efficacité et l’influence de leurs appuis en faveur des populations. En particulier, il a été recommandé de promouvoir une démarche différenciée sur les zones fragiles selon une approche territoriale intégrée.

L’approche territoriale intégrée (ATI) a été créée, visant à articuler une réponse coordonnée des acteurs, portée par les autorités locales sahéliennes, cohérente avec les besoins des populations et les stratégies locales, régionales et/ou nationales. Son objectif est de créer les situations d’une sortie de crise sturdy au Sahel, et de se bâtir sur les plans de développement locaux.

Malgré des avancées notables, l’opérationnalisation de l’ATI représente un défi de taille. Des réussites ont été enregistrées, notamment en Mauritanie et au Tchad. L’ATI est un outil pour soutenir les collectivités territoriales dans leur réponse aux aspirations croissantes des jeunes, aux besoins en providers de base des populations et aux impacts de plus en plus visibles du changement climatique. »

L’ATI offre un cadre propice à une collaboration renforcée entre la communauté internationale et les collectivités locales pour atteindre cet objectif. Les travaux ont notamment permis de révéler plusieurs leçons utiles pour la suite de la mise en œuvre de l’ATI. Deux gages de réussite ont été particulièrement relevés : la stabilité institutionnelle et l’appropriation politique de l’ATI à plusieurs niveaux.

Dans cette perspective, les acteurs impliqués doivent être clairement informés et sensibilisés aux fondements de l’ATI et à sa pertinence pour les dynamiques de développement native. Par ailleurs, il a été mentionné que des cadres de concertations réguliers permettent une meilleure coordination entre les états et les partenaires. Les contributors se sont également penchés sur l’indispensable query des modalités de financement à courtroom et moyen terme.

S’appuyant sur ce bilan, les contributors se sont ensuite penchés sur les priorités d’amélioration des initiatives et sur leur financement pour répondre aux besoins de chaque pays.

Une session a été dédiée au financement du développement native et à la présentation des mécanismes existants. Plusieurs représentants des establishments de financement des collectivités locales (IFCL) du Sahel ont présenté le travail de leurs constructions. Ces interventions ont alimenté la réflexion sur les contours et modalités d’une initiative conjointe de financement de l’ATI pour répondre aux besoins spécifiques de chaque pays en termes de planification locale et de fourniture de providers de base.

Au terme de l’atelier, des recommandations et des orientations ont été formulées et feront l’objet d’un suivi par un groupe de travail dédié.

Parmi les recommandations, et de manière non exhaustive :

  • La nécessité de travailler à une meilleure connaissance des territoires avec la collecte de données harmonisées et la prise en compte d’imprévus, telles que les calamités climatiques.
  • Le renforcement du dialogue avec les partenaires locaux, notamment by way of un cadre de concertation politique. Les Associations de Pouvoirs Locaux jouent ici un rôle clé.
  • La valorisation de l’expérience optimistic de l’ATI en Mauritanie comme bonne pratique pour l’opérationnalisation de l’approche dans les autres pays de la région.
