ECOWAS institutions, departments and agencies are represented at a five-day meeting in Niger State, Nigeria, convened by the Directorate of Strategic Planning, Monitoring and Evaluation.

The First Meeting of the ECOWAS Monitoring and Evaluation Coordination Team is being held at Zuma Rock Resort from 12 to 16 October 2026.

The stated objective is to strengthen the ECOWAS monitoring and evaluation system by harmonising the institutional performance measurement approach, validating key strategic evaluation instruments and enhancing the operational framework of the M&E Coordination Team.

According to the meeting’s stated aims, participants are to review and finalise the methodology for measuring the Physical Implementation Rate of ECOWAS institutions, agencies and directorates.

The agenda also includes a technical review and validation of the Terms of Reference for the final evaluation of the Community Strategic Framework 2023-2027 and for the development of the next round of that framework.

A third strand covers the coordination team itself: reviewing and improving its mandate, membership, roles and operating arrangements, alongside promoting a common understanding of performance measurement, evaluation and results reporting.

The key output identified for the meeting is a standardised methodology for measuring the Physical Implementation Rate within ECOWAS institutions.

The meeting is also expected to produce validated recommendations and a comprehensive action plan aimed at enhancing the operational effectiveness, coordination mechanisms and long-term sustainability of the M&E Coordination Team.
