Call for Tenders: Construction of Four Positive Boreholes with Human-Powered Pumps in Boulsa and Dori, Burkina Faso
OCADES Caritas Burkina, a recognized public utility association, is pleased to announce a call for tenders for the construction of four (04) positive boreholes equipped with Human-Powered Pumps (HPP) in the municipalities of Boulsa and Dori. This initiative is part of the PROSPER project (Project for Strengthening Food Security and Prosperity for Resilience in Burkina Faso), funded by the Austrian Development Cooperation (ADC) through the International Partnerships Austria program, in collaboration with Caritas Austria. The project runs from January 1, 2026, to December 31, 2027, targeting the dioceses of Kaya (Boulsa) and Dori (Séno).
Project Overview and Objectives
The primary objective of this mission, with a duration of thirty (30) calendar days, is to enhance water access in rural communities by constructing four positive boreholes equipped with Human-Powered Pumps. These pumps, often referred to as hand pumps, are a sustainable and low-maintenance solution for communities without reliable electricity or fuel supplies. Specifically, the project will:
- Construct two (02) positive boreholes with HPP in the municipality of Boulsa (Koulsé area).
- Construct two (02) positive boreholes with HPP in the municipality of Dori (Séno area).
Why positive boreholes? Positive boreholes tap into confined aquifers, providing a more reliable and cleaner water source compared to shallow wells, which are prone to contamination and seasonal drying. Equipped with Human-Powered Pumps, these boreholes ensure that communities can access water without relying on external energy sources, making them ideal for remote areas.
Lot Distribution and Bidding Details
This call for tenders is divided into two (02) distinct lots:
Lot 1: Construction of two (02) positive boreholes with HPP in Boulsa (Kaya Diocese).
Lot 2: Construction of two (02) positive boreholes with HPP in Dori (Dori Diocese).
Bidders may apply for one or both lots. However, if applying for both, they must prepare two separate files: one for Kaya (Lot 1) and one for Dori (Lot 2). Each offer must strictly comply with all items in the Terms of Reference; non-compliance will result in rejection.
Eligibility and Submission Requirements
Interested and qualified service providers are invited to submit their best technical and financial offers. The complete Terms of Reference (ToR), General Terms and Conditions of Supply of Caritas Austria, and Exclusion Criteria can be obtained from the following locations:

Offers must include one (01) original and two (02) copies, submitted in sealed envelopes to the respective secretariats no later than May 7, 2026. Each envelope must be clearly marked with: “Response to the call for tenders for the construction of four (04) positive boreholes equipped with Human-Powered Pumps (HPP) Lot NO” followed by the lot number, and the mention “Do not open before the bid opening session.”
Alternatively, offers may be sent by email to the address provided in the ToR. OCADES Caritas Burkina reserves the right to take no further action on this call if offers are deemed insufficient.
