Mali’s Council of Ministers authorised 125 billion CFA francs in advance credits within the rectified 2026 state budget at its ordinary session on Friday 6 November 2026, chaired by transitional president General Assimi Goita at the Palais de Koulouba.
The decree, adopted on the report of the minister of state for economy and finance, is to cover additional needs for hospital construction works, other priority structural projects and new measures under personnel expenditure, according to the official communiqué.
The communiqué cites article 22 of organic law No. 2025-038 of 15 August 2025 on finance laws, which provides that in cases of urgency and imperative national interest, supplementary credits may be opened by advance decree adopted in the Council of Ministers, with Parliament informed immediately and a ratification finance bill tabled at the opening of its next session.
The text describes the advance decree as a regulatory act of budgetary management through which the government can open supplementary credits.
Border agency texts revised
On the report of the minister of territorial administration and decentralisation, the Council adopted draft texts on the creation, organisation, operating arrangements and organisational framework of the National Directorate of Borders.
The directorate was created by ordinance No. 99-004/P-RM of 31 March 1999, with a mission to draw up the elements of the national borders policy and to coordinate and monitor the action of administrative authorities, services and public bodies involved in implementing it.
Its organisation, operating arrangements and organisational framework were set respectively by decrees No. 99-131/P-RM of 26 May 1999 and No. 99-184/P-RM of 5 July 1999.
According to the communiqué, application of those texts revealed shortcomings linked among other things to weak strategic steering of border management and to limited capacity to coordinate and mobilise actors and resources.
The adopted drafts correct these shortcomings and set out, for the next five years, the staffing level needed to carry out the directorate’s missions.
The Council also adopted a draft decree establishing the National Borders Commission, instituted by decree No. 03-287/P-RM of 15 July 2003 to assist the minister in charge of borders in implementing the national borders policy.
The communiqué states that strengthening the border management framework and taking account of recommendations from the Assises nationales de la Refondation and the Dialogue Inter-Maliens for peace and national reconciliation on border questions made it necessary to extend the commission’s missions and broaden its composition.
The adopted decree does so, opening membership to other concerned actors.
