Mali’s Council of Ministers approved a decree opening 125 billion FCFA in additional credits within the amended 2026 state budget, with hospital construction and other priority projects among intended uses.
The Council met on Friday at the Koulouba Palace under the chairmanship of Head of State General of the Army Assimi Goïta, and approved the draft decree presented on the report of the Minister of Economy and Finance, according to a report from AMAP.
The credits are opened as an advance and must also cover new needs related to personnel expenses.
The measure rests on Article 22 of the organic law relating to Finance laws of 15 August 2025, which authorizes the government to open additional credits by decree in cases of urgency and imperative necessity of national interest.
Under the arrangement described in the report, Parliament must be informed of the decision immediately, and a finance bill ratifying the credits will be tabled at the opening of its next session.
In Mali’s budget framework, the organic law governing finance laws sets the ordinary route for changing spending levels through the legislature; the article cited here provides a decree-based route for urgent cases, with parliamentary ratification following rather than preceding the spending.
